For a small business choosing a form builder, Jotform is the lower-cost starting point. It has a free plan, and its paid plans begin at $39 a month. Formstack’s Forms plan begins at $99 a month and has no free tier.
Formstack makes more sense in a narrower set of cases: your organization runs on Salesforce, you want forms, generated documents, and e-signatures sold as one suite, or you need several builder seats on a published price.
This comparison uses each company’s pricing and feature pages as of October 13, 2026. We haven’t tested either product hands-on.

The limits are counted differently
Jotform’s submission limits are monthly and apply to your whole account. On Bronze, all your forms together can receive 1,000 submissions in a month.
Formstack lists its limit per form: 1,000 submissions per form on the Forms plan. Its help center describes a per-form limit as the number of submissions that can be stored in a form’s database “at any given moment,” which would make it a storage cap and not a monthly allowance. Those help articles use older plan names, so confirm with Formstack that the current Forms and Suite plans work the same way.
Either way, you can’t compare the two on a single number. With Jotform, what matters is how many submissions arrive in a month across the account. With Formstack, the number applies to each form separately. In the same help articles, Formstack says you can export and delete submissions to make room, and that submissions arriving after a form reaches its limit are emailed to you without being stored.
Trying before you buy
Jotform has a free plan with no time limit and no trial of paid plans. It offers a full refund within 30 days of payment.
Formstack’s pricing page lists no free plan. It offers a 14-day free trial of Forms with no credit card required.
What the plans bundle
The Formstack Forms plan covers forms. Formstack’s plan comparison table marks three things as not included in it and included from Suite up: routing submissions for approval, generating documents from collected data, and collecting eSignatures.
Formstack Suite combines Forms, Documents, and Sign. At $250 a month on annual billing, it includes three builder users, 250 document deliveries a month, and what Formstack lists as unlimited eSignatures.
Jotform includes its e-signature tool, Jotform Sign, in every plan, with a monthly cap on signed documents: 10 on the free plan, 100 on Bronze, 250 on Silver, and 1,000 on Gold. PDF generation from submissions is also part of the product.
Form building and logic
On paper, both cover what a business form needs. Formstack’s features page lists conditional logic to show or hide fields, save and resume for long forms, calculating fields, discount codes, and signature capture. Jotform lists conditional logic that can show or hide fields and change emails and thank-you messages, more than 20,000 templates, custom CSS, and a one-question-per-page format.
We didn’t build forms in either, so we can’t say which builder is easier to work in. Jotform’s free plan and Formstack’s trial both let you test your own form.
Workflows and approvals
Formstack’s features page describes workflows that let several people collect, review, and edit information on one form, and approvals for collecting sign-off. That page doesn’t say which plan they belong to. Formstack’s plan comparison table does: it marks “Route submissions for approval” as not included in the Forms plan and included in Suite, Salesforce, and Enterprise. If approvals are the reason you’re looking at Formstack, price Suite, not the $99 Forms plan.
| Approval routing | |
|---|---|
| Jotform Starter | Included, up to 3 approvers |
| Jotform Bronze, Silver, Gold | Included, up to 10 approvers |
| Formstack Forms | Not included |
| Formstack Suite and above | Included |
Jotform’s side of that table comes from its workflow tool, which routes submissions to individual or group approvers with conditional steps. Jotform says approval flows allow up to three approvers on the free plan and up to 10 on Bronze, Silver, and Gold.
The other difference is seats. A workflow usually involves more than one person. Formstack Suite includes three builder users. Jotform’s standard plans are single-user, and its help center says inviting team members requires Enterprise. Approvers in a Jotform flow are a separate matter from account users, so check how each product treats people who only approve.
Integrations
Formstack’s pricing page lists 300+ integrations, and it sells a native Salesforce product for building forms and generating documents from Salesforce data. If your organization is built around Salesforce, that product line is the main reason to look at Formstack.
Jotform’s site cites 150+ integrations in one place and 200+ in another. We didn’t compare the two lists app by app. If a particular system matters, look it up on both.
Security and compliance
Both vendors publish security information, and both offer HIPAA options.
Formstack’s pricing comparison shows HIPAA as an add-on for the Forms and Suite plans. The add-on’s price isn’t listed. Formstack also lists SSO and advanced security under Enterprise.
Jotform includes HIPAA features in its Gold plan at no extra charge, and in Enterprise. Its security page states PCI DSS Level 1 compliance and offers a SOC 2 certified environment to Enterprise customers.
For regulated data, a feature list isn’t enough to go on. Ask each vendor for its current documentation and its Business Associate Agreement.
Who should choose which
A small business or solo operator. Jotform. The free plan may be enough, and its first two paid plans, Bronze and Silver, cost less than half of Formstack’s entry price. Jotform Gold, at $129 a month, costs more than Formstack Forms.
A team built around Salesforce. Formstack’s Salesforce products are designed for that setup. Get a quote.
A team that needs approval routing. On Formstack that means Suite, at $299 a month or $250 on annual billing. Jotform includes its approval tool on every plan, with one account user below Enterprise.
A department that needs forms, document generation, and e-signatures with a few builder seats. Formstack Suite puts those under one published price. Compare it with a Jotform Enterprise quote.
An organization with many forms that each get moderate traffic. Formstack’s limit is counted per form and Jotform’s across the account each month. Ask Formstack how its per-form limit works on current plans, then compare the two using your own numbers.
A practice that needs HIPAA features on a budget. Jotform Gold has a published price that includes them. Formstack’s add-on price requires a conversation with sales.
